Samenvatting

An examination of the purposes of planning. Planning activities of all kinds have greatly increased in the Netherlands since the end of WWII; hence a growing need for clarification of the purposes of planning. Successful planning requires a certain measure of social order; it cannot be total, since the very reality that the planner wants to regulate is in a constant process of change. There are 2 types of planning: territorial and social. Very little has been written about the Dutch ideal of planning; 5 characteristics are suggested: (1) emphasis on order; (2) principle of security; (3) principle of equality; (4) gradualness of adaptation; (5) striving for a 'neat' society. 2 practical applications of this ideal of planning are outlined with reference to prisons and recreation.
