C. N. Parkinson's Law has become a topic of conversation in the world of higher civil servants and some other intellectual and semi-intellectual elite groups. It takes the form of a stereotype about public bureaucracy. Parkinson's way of reasoning is straight-on, omitting counter-arguments and details, always trying to have the laugh on his side. After a critical examination of Parkinson's arguments and assumptions, the Law is evaluated and found to contain both 'sense' and 'nonsense.'
