The prerevolutionary school system in Cuba was not backward, compared to other developing areas, although there was bias in favor of children from the higher classes. The 1953 census figures indicated that only 25% of the population, 10 years of age and older, had completed primary school. Castro placed a high priority on the value of education and greatly increased the number of schools immediately after the revolution. This resulted in a shortage of qualified teachers and the employment of younger and less educated instructors. Greatest emphasis was placed on the development of primary schools. In secondary schools and u's, technical education received more attention and enrollment in this area increased significantly. Eventually, primary schools will be half boarding schools, and secondary schools will be full boarding. A massive literacy campaign in 1961 reduced illiteracy to about 5.5%. At present, 2,3000 of the 7 million Cubans participate in some type of education. P. Tiersma.
