Samenvatting

A personal scale is used to measure the sense of political efficiency. A number of solutions to be graded on their efficiency for an undefined problem are given. The weakness of the scale is that the problem is undefined and that the evaluation involves ethical norms. In establishing a homogeneity index, Hoogerwerf neglects the group of neutral voters, because he sees them as a small group and as potential yes or no voters. Thus he does not account for certain parties that have a large group of neutral voters. Hoogenwerf's theory of political escalation can be compared by "anomie" as described by Mentor: "The acute disjunction between norms and goals and the socially structured capacities of members of the group to act in accord with them." Hoogenwerf sees only one possible solution of anomie: "heavier" political methods. Hoogenwerf replies that: (1) the undefined problem has the advantage of directing the attention to the solutions; (2) Boef's comment on the ethical factor in the scale is not obvious; and (3) his comment on anomie and escalation is based on a comparison between the 2 which is not completely possible. 1 Table.
