In recent literature on mobilization, there has been much discussion of its definition and typology. It is necessary to distinguish Latin America from Africa and Asia in this respect. In Latin America, groups have already been mobilized; in Africa and Asia this has not yet occurred. Latin America, which is not in a premobilization phase, stands between the third world and the industrialized west. The goal in Latin America is not as much to mobilize the people, as it is to integrate the various groups that have already been mobilized. It might be better to view Latin America as a less well developed western industrialized area, than a better developed third world area. P. Tiersma.
