Samenvatting

The new voting rights of migratory workers in the Netherlands, put into effect in 1980 when several new district counsels were elected in Rotterdam, are discussed. It is shown, on the basis of Ur ethnographic research, that Turks & Moroccans voted in accordance with local ethnic political 'entrepreneurs' rather than with Dutch universalistic expectations. On the one hand, these entrepreneurs act as mediators between clients & social/cultural institutions of the larger society; on the other hand, their particular political patronage pattern is responsible for a trend toward oligarchization within their ethnic communities. 3 Tables.
