The % of workers in the European Economic Community countries employed in or by nonagricultural small businesses decreased from 13.8% in 1961 to 11.8% in 1977; however, since 1979 there has been a reversal of this trend. The stimulus for this unexpected increase is largely due to high unemployment, the inability of larger firms to absorb new employees, the economic advantages of scale provided by decentralization, willingness of immigrants to start their own businesses, & easier quality control. 30 References.
