A method of measuring the influence of the occupants of top social & political positions is proposed, based on an idea of Herbert A. Simon ("Notes on the Observation and Measurement of Political Power" in Models of Man, Social and Rational, New York, 1957, 62-78). It is proposed that the extent of the changes induced in an influence system by a change of the individual occupying a position within it measures the degree of influence possessed by that position. The problems of conceptualization & measurement of such changes are examined. It is argued that to measure a position's influence properly, it is necesary to determine not only the net changes that follow a change in the occupant of a position, but also the processes underlying them. 70 References.
