Samenvatting

Many problems of health care development should be viewed as problems of 'linkages' -- relations between different organization levels. Primary health care (PHC) has an ambiguous position in Ru communities: on the one hand, it is supposed to improve Ru health care (reinforcing state influence); on the other hand, it is designed to strengthen people's self-reliance (weakening state influence). That basic contradiction is elucidated by analyzing the problematic linkage-roles of MDs & other medical personnel & resources in PHC. 50 References. Modified HA
