Samenvatting

Examines changes in Dutch regional policy & their effects on the rebuilding & management of the countryside. Both the Ministry of Agriculture & the Ministry of Environment determine policy for rural areas. Although each has its own specific objectives, striking similarities & convergences in steering techniques can be identified. Recently, reflexive steering forms have prevailed over top-down management forms in both ministries. Reflexive steering is generally applied to regionalization processes in agroenvironmental policy & includes two main forms: (1) region-oriented, initiated by external public actors; & (2) region-specific, advanced by local & regional actors. The conflicts between these two modes of regionalization can lead to serious problems for rural areas. Special attention is given to the Gelderse Valley Region. 26 References.
