Samenvatting

Despite the creation of many provisions for the homeless in the Netherlands, their use by target groups has been limited. To establish the needs of the homeless & how to meet them, quantitative & qualitative research of the target groups' perspectives is deemed necessary. Estimates regarding different categories of Dutch homeless & a description of specific problems of these groups compared with those of surrounding countries are presented. It is argued that the bureaucracy resulting from the highly evolved Dutch welfare state establishes too high a threshold for needy groups, which results in ignorance of their rights & options. The notion is related to Jurgen Habermas's (1981) distinction between the participant's & the outsider's perspective; it is concluded that qualitative research focusing on the participant's perspective rather than quantitative-based top-down measures from the outsider's perspective is necessary. 26 References.
