A theory of occupation formation -- defined as the process of the genesis, development, & revitalization of occupational activities in the three relevant domains of knowledge, authority & power, & moral responsibility -- was developed to analyze & explain recent developments in teaching in the Netherlands. Analysis resulted in three models: occupational formation from above (state-guided), from the outside (market-directed), & from the inside (self-regulated by the members of the occupation). Focus here is on the role of occupational standards & of teacher registration in occupation formation from the inside. Observations are offered on the surplus value of a theory of occupation formation for the analysis of the quality of teaching. Occupation formation from the inside is possible, & it may contribute substantially to solving some of the problems of the teaching profession. 3 Tables, 1 Chart, 24 References.
