Commotion in Apeldoorn. In 1996 the Apeldoorn all-girls gang, reported to consist of allochtonous girls whose actions were aimed against blond peers, attracted both national and international attention. Girls who use violence perpetrate unfeminine behavior, which can attract attention and raise public alarm, particularly if ethnic differences play a part. Moral outrage is not brought about by journalists alone; police officers, authorities, and social workers contributed to the public indignation, partly because it suited their own interests. However, the authorities also contended with a contrary interest -- the discrimination taboo. For fear of being accused of politically incorrect behavior, they were extremely reserved with the press.
