Increased Bureaucracy, Managerial Techniques and the Downfall of Homecare Work as a Profession. The increased involvement of the Dutch government in the area of social welfare after WWII led to the profession of home care workers, who received broad training to assist families affected by sickness. Financial support came from both the government and private industry. This cooperation deteriorated in the 1960s, however, and the health care role of the state increased 1960-1975, leading to longer hospital and nursing home stays. Since 1975, cutbacks in public welfare and health expenditures have reinvigorated the home health work profession, although the generalist care provider has been replaced by special task-oriented workers.
