Samenvatting

The Establishment of a Global Regime. The Case of Stratospheric Ozone Depletion. The prospect of bridging the gap between the world society's awareness and concern over environmental degradation and pragmatic belief in the capacity to deal with ecological problems effectively is examined through analysis of societal reactions to the discovery of stratospheric ozone depletion. In 1974, attention was first drawn to the problem, and in 1985, an outline treaty was concluded in Vienna, Austria, and further developed 1987-1992. The establishment of the "ozone regime" prompted many countries to accept a UN framework for drastic reduction in the production of halons and chloroflourocarbons. The success of the ozone regime seems to herald more forceful international environmental policy, but the international community may simple view the ozone problem as unique. The establishment of the ozone regime is reconstructed and analyzed, and provides insight into the prospect of the development of similar solutions to other world environmental problems in the future. 36 References.
