Female Circumcision in the Netherlands as a Moral Problem. The desire of Somalian women refugees in the Netherlands to continue their cultural practice of female circumcision caused a public furor over the morality of allowing such practices. The debate prompted the Ministry of Health to publish a report advising legalization of one specific, nonmutilating, and ritual form of circumcision in the hopes that a legal outlet for the cultural practice would forestall mutilating circumstances or circumcisions by illegal practitioners. The issue was one of a clash between values of the integrity of one's body and equal rights for men and women vs respect for the habits and rituals of another culture.
