The Recruitment of Migrant Workers as a Result. A Social Problem from the Perspective of Various Arenas. The social and political construction of labor shortage problems in the Netherlands in the 1950s and 1960s was tied to policy questions of child labor, housing shortages, family policy, and population growth. These high priority issues eliminated viable labor shortage alternatives, eg, restricting emigration, facilitating married women's labor force entry, restricting longer education for young people. Recruitment of migrant workers became the policy solution of choice and the Dutch government signed recruitment treaties with the Italian, Spanish, Greek, Turkish, and other governments, allowing thousands of migrant workers to work for Dutch employers. 2 Tables, 20 References.
