Industrialization and Technical Creativity. The Lack of a Patent Act in the Netherlands 1869-1910. From 1869 to 1910, the Netherlands was one of the few European countries with no patent act, suggesting that the level of Dutch technical creativity at the time was too low to make such an act necessary. An analysis of literature on the engineers, physicists, and major industrial enterprises of the Netherlands at that time tends to confirm this suggestion. Further, it was not a rise in creative activity that brought about the Patent Act of 1910, but rather, the need to conform to international practices. 26 References.
