Planners and the public. The problematical aspects of new neighbourhood units have been under discussion many times now. In this article the planner’s view is compared to what the inhabitant of such a quarter experiences as his area of living. Thus the problem is dealth with from ’above’ as well as up 'from below’. It appears that both ways exhibit great mutual differences. Data about this are given with regard to an inquiry in Moerwijk, a new quarter of The Hague. The author concludes that the drafting of neighbourhoods as surveyable units or living is utterly unfounded, and that more attention should be paid to the dwelling and to the housing differentiation.
