The Centrale de Travaux Agricoles (founded 1945) aimed originally at the total modernization of rural Morocco. A choc psychologique was to start this process. Local Centres, working on agriculture as well as health, hygiene and education were created to guide this development. After Independence the activities have been limited to agriculture. Operation Labour, ploughing the farmer’s fields with tractors is the first task. Agricultural extension suffers from lack of trained personnel. As during Protectorate times, the leaders of the C.T.A. have a paternalistic attitude towards the fellah.
