On the basis of research of fraud with social benefits in a Middletown in the north of Holland, and literature in this field, the question is asked why fraud with social benefits is not a general phenomenon. A review of the literature and the results of this special particular research project suggest that the answer is to be found in the personality of the offender and in the subculture to which he/she belongs.
