ROLE, OF MILITARY IN THE ORGANIZATION PROCESS

Samenvatting

A study of the role of the military in modernization of underdeveloped countries, with special reference to Indonesia, based on M. Janowitz's THE MILITARY IN THE POLITICAL DEVEL- OPMENT OF NEW NATIONS (see SA 0623/B5070). The background of military involvement in pol is studied with the aid of Janowitz's 'civil-military model.' An evaluation is presented of military performance in various fields of modernization (polity, economy, burley, stratification of elites, norms, behavior, & orientations). The specific case of Indonesia is examined, & it is concluded that '...the military in Indonesia has so far failed pol'ly...failure has also been noticed in the field of economy ... military involvements in administration or bur'cy have caused ... more confusion than efficient & coordinative action.' However, 'in spite of its apparent failure as a major modernization agent ... a variety of advantageous circumstances ... could make the Indonesian army capable, in the future, of helping to stabilize & develop its country.' An Appendix offers a res design for further investigation. I. Langnas.
