Perception & action, on the basis of individuals & instit's, are linked to a number of dimensions which do not constitute a continuum. Perception & action, meaningful in a situation with definite soc & geographical dimensions, are losing their meaning as the scale of the dimensions changes; eg, if dimensions are growing, originally meaningfully perceptions & actions disappear. It is emphasized, however, that in a new setting with enlarged dimensions, other patterns of perception & action become meaningful. These new patterns are diff from the original ones, & are not part of the same continuum. This phenomenon has practical importance for the or, of instit's & for regional planning. The plainer cannot choose the size of instit'al forms arbitrarily: there is the danger that he might plan in dimensions, either too large or too small, which are not meaningful. Modified AA.
