A discussion of inter- & intrapersonal ethical judgments inherent in the construction of a social welfare function & in a statistical determination of fair income distribution. Previous studies by J. Tinbergen ("Naar de meetbaarheid van een rechtvaardige verdeling" [On the Measurability of Fair Income Distribution], De Economist, 1973, 121, 2), & by B. M. S. Van Praag, A. Kapteyn, & F. G. Herwaarden ("Individuele welvaartsfuncties en sociale referentiegroepen" [Individual Welfare Functions and Social Reference Groups], ESB, 1979, 31, 1) are criticized for light treatment of these philosophical issues. Further, the type of model they propose is based on a static conception of economic needs & wants. It is shown that just as the economy is subject to fluctuations, so are consumer preferences & attitudes toward material lifestyle. 65 References. M. Meeks.
