Samenvatting

There has been considerable debate in the Netherlands over reform of the school system, specifically the channeling of students into vocational or U preparatory education from elementary school onwards. The meritocratic approach, which claims that students are chosen for the preparatory track by virtue of their achievement, is shown to be untenable by LISREL data processing. Implications for reform policy are reviewed.
