Regular litter control strategies in the Netherlands include an information campaign aimed at voluntary control through consciousness raising, & a system of fines & penalties for offenders. Arguments in favor of abolishing the system of fines show that it would be unrealistic for the government to place all its hopes on the media goodwill campaign. A survey of the literature shows that the fines do exert a restraining influence on potential litterers. 42 References.
