In the near future, public administration will use computerized systems to aid decision making. Such expert systems incorporate human knowledge about the problem at hand. It is argued that the knowledge stored by administrators in computers should be justifiable in light of the policies followed; however, in many areas of public policy, this stored information is biased with prejudices & personal judgments. Analyzed are (1) the extent to which the decisions of public administrators reflect expert knowledge, & (2) the criteria that possibly influence these decisions, using questionnaire data obtained from Dutch school administrators (N = 28) on how they would allocate funds for textbook purchases. A model of the decision process is integrated with a method for statistical analysis (Woodcock, F., "The Evaluation of Yes/No Forecasts for Scientific and Administrative Purposes," Monthly Weather Review, 1976, 104, 1209-1214).
