After a survey of the development of the ideology & org'al elaboration of community org in Holland, the question is posed as to the goals & identity of community org. The most important goals formulated in the last yrs are: the fundamental democratization of society, esp by means of stimulating the pop to participate in the policy-making at diff levels of the admin'ive structure of the country. As community org in Holland is sponsored essentially by the gov, it is shown to be structurally impossible to expect fundamental democratization of semi-gov'al bur'cies, ie the org'al form of community org. Official policy documents & interviews with key persons indicate that community org consists for the most part of material equipment (building, financial support) with no relation at all to questions of fundamental democratization. The conclusion is that community org never can build up an identity around fundamental democratization. This goal presupposes a voluntary org (ie pol'al org) & not a semi-gov'al type of org.
