An examination of the problem of governability of Ur space; first presented in a larger version at the Woudschoten Conference of the Dutch Assoc of Soc Sci Res'ers in 1966. The city is viewed as a public space, in accordance with the view of M. Weber, modified by the German Ur'ologist H. P. Bahrdt & examined in the following 3 aspects: (1) areas of municipal publicness-pol'al power, soc production, consumption activities, & org; (2) modes & levels of functional/rational gov-roles of participant in the public domain, ways of organ forming, hierarchical integration of roles & organs, & management & control through the org; & (3) some functional problems-integration of interests in decisions on local affairs, participation in the administration of municipal public space, productivity of the municipal apparatus, relations between the org & other soc techniques.
