Het belang van de Algerijnse trekarbeiders in Frankrijk voor de kadervoorziening van Algerije

As one of the underdeveloped' countries, Algeria has a shortage of trained manpower. To what extent can the necessary qualified manpower be recruited from the migrant-laborers in France, where only 1% of the Algerians are employed in the agri'al sector of the French economy? An analysis of (1) the evolution of the migration, (2) the training of the migrant laborers & their vertical mobility, (3) their housing situation, (4) the signif of the migration for the Algerian nat'l income, & (5) for the development of the Algerian people shows that, in general, the Algerians in France are unskilled & find themselves on the margin of French society. They have little opportunity for educ & training, & are confronted by the racist attitude of the greater part of the French. The unskilled Algerians can only get the undesirable & dangerous jobs which the French laborers avoid. A process of selection is taking place. A large part of those who, in spite of these circumstances, succeed in getting on, apply for naturalization & do not want to return to Algeria. It is clear that under these circumstances, the Algerians employed in France cannot furnish Algeria with skilled laborers & experts. The transfer of money to Algeria is limited by West European standards. The conclusions of the analysis are far less optimistic than those of Michel Massenet, whose point of view can be found in an article in L'ALGERIE DE DEMAIN (Algeria of Tomorrow), Paris, 1962.
