A study of the problems confronting a nonrecognized labor union in a welfare state with full employment, centered upon the OVB, a radical & anti-communist org of Rotterdam dock workers & based upon interviews with a sample of 514 in SepOct 1960. The sample included 123 members of recognized unions & 42 members of the OVB. The latter proved to have more radical opinions, as seen in an analysis of their answers to 6 questions, presented in tables: (1) In a tight labor market, some workers tried to obtain wage increases directly from the employers. Do you approve? (2) Should employers try to lower wages when conditions worsen? (3) How do you judge the share of the workers in the benefits of the welfare state? (4) Are strikes or negotiations more effective in obtaining higher wages? (5) When negotiations are snagged, should workers go on strike? (6) Are unions effective in obtaining higher wages? It is held that 'the instit'ization of class divisions is one of the pillars of the welfare state.' The recognized unions have become a part of the Dutch 'industr establishment'; they make it difficult for outsiders to take any part in labor negotiations. Criticisms of the existing soc order are thus limited & so are the possibilities of large-scale strikes. The unions left out of the quasi-monopolistic structure of the recognized have a useful corrective function, esp when the econ situation worsens & they can act as crystallizing agents of workers' protest.
