A description of how age groups change according to the demographic structure & the soc functions attributed to them. The youth group in western countries since WWII has been extended, & is now divided into teenagers, twens & young people (in large org's & pol'al affairs, from 30-40 yrs old). In developing countries youth as an age group originates with the profound changes in the demographic structures, with the dying out of older functions, & the emergence of new ones. This new age group (14-19 yrs), has in general no soc functions to fulfil, & thus constitutes a problem group. No youth policy developed in the West is of any help to set a pattern for a youth policy in developing countries. Perhaps the youth aliiah of Israel is of some value, but should be adapted to the particularities of each nation. AA.
