The educational policy of the Netherlands regarding accessibility to higher education & reduction of inequality of educational opportunities is reviewed, & four distinct periods since WWII are detailed: recovery, expansion, democratization & limits to growth, & restriction. Economic legitimation of policy is prevalent in all periods but one. Data on educational access for students from lower socioeconomic backgrounds reveal no relation to specific policy; however, neither has there been major improvement in comparison with other socioeconomic groups. 4 Tables, 71 References.
