Children in Europe - an agenda towards 2000

Abstract

This paper compares family and child welfare across the European Union. The issues adressed are the impact of socio-economic factors, like poverty, economic insecurity and unemployement; changes in the structure of family life, like birth and divorce rates; and issues relating to violence and abuse, and the way such issues are handled by the governements in the European Union. The paper ends by presenting an agenda towards the year 2000. The author argues that in child welfare policy, the rights of children should become a number one priority.

He is the author of a range of publications, including 'What's He Doing at the Family Centre?': the dilemmas of men who care for children (NCH Action For Children, 1992), and co-author of 'Men and their Children: Proposals for public policy' (Institute for Public Policy Research, 1996).
